UW-Madison Strategic Plan for Information Technology

For the first time, the University of Wisconsin-Madison will develop a campus-wide strategic plan for information technology with active involvement from throughout our campus community. The CIO Office will lead the development of the plan, and the planning process will involve many representative campus groups and individuals. The majority of planning will occur over the summer, with a final plan available in late fall. There will be a series of campus forums, called Strategic Planning Mondays, organized around different aspects of the plan, and anyone from campus is invited to attend any of these sessions.
Previous plans for IT were developed by and for the Division of Information Technology (DoIT), almost exclusively for enterprise-wide technologies provided by DoIT. (DoIT’s current plan is in Section 3 of DoIT’s 2006-07 Annual Report.) This year, DoIT and other department units will create/update their strategic plans based on the results of the overall campus-wide planning efforts.
The Planning Framework
The planning process will be guided by the desire for strategic alignment and partnered decision-making, as well as accountability and transparency across campus. The process will weigh the strengths and weaknesses of various IT delivery strategies and make use of existing infrastructure to deliver services to the campus. Services will be provided in one of three ways: across the enterprise (campus-wide), among a group of departments (federated) or to a single department (local). In addition, campus leadership will look for sustainable funding strategies to support existing and new initiatives.
The CIO has already begun meeting with campus Deans, Directors, and other campus leaders. Those discussions have led to creation of the following preliminary framework for a campus IT plan:

The CIO will meet with many more groups and individuals, including those below, through the summer to solicit their input for this framework. In addition, campus Tech Partners and DoIT staff will be invited to participate in these discussions. Participants are encouraged to RSVP to ensure their seat.

UW-Madison’s IT Strategic Plan will focus on the same categories as the Campus Strategic Plan: Teaching and Learning, Research, Administration, and Outreach and Service.
